You can use permanent "white glues" (PVA) for things like that, but they won't look as good generally as the more traditional ways of making "creams and toppings" and frostings, etc, for polymer clay miniatures (see below).

If you do use a white glue (must be the permanent type), you'll need to mix it with a powder of some kind (for example, Pearl Ex or cornstarch if you want "white" toppings) or with white acrylic paint (the kind in the tube will be thickest and best) to keep the dried glue from being clear or translucent --enough powder will make the glue opaque, and *white* paint is always opaque.
If you want a transparent or translucent white glue topping though, use another color of powder or acrylic paint.

You could also add to the glue the specific "acrylic medium" that makes acrylic paint thicker to get a stiffer result that's more shapable, or there are "acrylic modeling pastes" that could be used too.
Some people even use materials like tubed caulk, etc.

The more common way to make those kinds of things though is by thinning down solid polymer clay (with various things) and/or by tinting liquid polymer clay. Liquid clay is highly adhesive and solid clay will be adhesive if applied to raw clay and enough of it contacts the clay, etc.
